Healthy Home Standards

 Healthy Homes Standards are government standards covering heating, insulation, ventilation, draught stopping, moisture ingress and drainage in rental properties. The complete new mandatory regulations for ventilation can be found in Subpart 4 - Ventilation Standards (the following sub-clause is particularly relevant to ventilation)
Extractor Fans for kitchens and bathrooms,
(1) Each kitchen and bathroom in the premises must have an extractor fan installed in it.
(2) For a Kitchen - 
            (a) The fan and all exhaust ducting must have a diameter for at least 150mm; or
            (b) The fan and all exhaust ducting must have an exhaust capacity of at least 50 l/s.
(3) For a bathroom, -
            (a) The fan and all exhaust ducting must have a diameter for at least 120mm; or
            (b) The fan and all exhaust ducting must have an exhaust capacity of at least 25 l/s.

Be aware that the free air performance of a fan printed on a box normally relates to just the fan and is not, therefore, what you need to know. It is what the installed system (including the fan), duct and all accessories, such as grilles, cowls and backdraft shutters, can actually deliver that is important.

Important dates for compliance with Healthy Home standards are:

From 1 July 2020 (recently revised to 1 December 2020)
Landlords must include a statement for their current level of compliance with the Healthy Homes standards in any new, varied or renewed tenancy agreement.

From 1 July 2021
Private Landlords must ensure that their rental properties comply with Healthy Home standards, within 90 days of any new tenancy.
All boarding houses must comply with the healthy homes standards.

From 1 July 2023
All Housing New Zealand houses and registered Community Housing Providers, houses must comply with the Health Homes Standards.

From 1 July 2024
All rental homes must comply with the Healthy Homes standards.

G4 Ventilation

G4 Ventilation is a clause in the NZ Building Code that relates specifically to ventilation. Any new construction work that requires a building consent must comply with G4. NZ Building Code G4/AS1 regulations in full can be found in the MBIE document, Acceptable Solutions and Verification Methods For New Zealand Building Code Clause G4 Ventilation.

It is what the installed system (including the fan), duct and all accessories, such as grilles, cowls and backdraft shutters, can actually deliver that is important.  

Since the end of October 2020, all building consent applications must now comply with the new code requirements.
